The Roberto Cimetta Fund is launching the second 2014 open call for travel grants from 1st to 30th September 2014. Artists and cultural operators living and working in the Euro-Arab geographical region can apply in Arabic, English or French. Priority is given to mobility from the South and East of these regions.
The open call concerns three separate mobility funds: the RCF/Conseil Général des Bouches du Rhône Fund, a NEW funding line RCF/Ministry of Culture of Iraq Fund, and another NEW funding line RCF/Conseil Régional Ile-de-France Fund. This call is therefore open for travel from or to the cities and regions that are partners of the Conseil Général des Bouches du Rhône, as well as travel from or to Iraq, and finally from or to the Ile-de-France Region. The following general criteria of RCF apply to this fund:
1) The aim of your trip must directly or indirectly show potential for a constructive and long-term impact on the arts sector in the Euro-Arab geographical region. This means that your travel must contribute to your own capacity building, which in turn can be shared in a “networking” fashion that will benefit connecting artists and operators in your own country or region so as to maintain, renew and develop contemporary arts.
2) Your trip can take place as soon as the call opens but in this case you run the risk of buying your ticket without knowing if the application is successful or not.
3) Applicant’s profile
– No nationality or age criteria: Applicant lives or works in the Euro-Arab geographical region.
– Profession: performers, creators, art teachers, cultural organisers, art administrators, cultural project leaders.
– Financial means: applicants who are unable to find the financial resources themselves.
4) Applications must be made by individuals not organisations. Only 3 members of a group can apply for a grant concerning the same project. A grant holder can only reapply twice. Applicants must choose the cheapest form of transport and can only apply for one international return travel ticket and visa costs (local transport, per diems and accommodation costs are not reimbursed).

بيان صحفي – تقديم طلبات منح للتّجوال
يفتح صندوق روبيرتو شيميتا ثاني نداء لتقديم طلبات منح للتّجوال لعام 2014 وذلك من 1 إلى 30 أيلول /سبتمبر 2014. يمكن للفنانين
والفاعلين الثقافيين المقيمين أو العاملين في المنطقة الجغرافية الأورو-عربية تقديم الطلب باللغة العربية أو الفرنسية أو الإنجليزية. تُعطى الأولويّة إلى التجوال من جنوب أو شرق هذه المناطق.
يخصّ هذا النداء ٣ خطوط تمويل مختلفة: صندوق روبرتو شيميتا /المجلس العام للبوش دو رون ، خط تمويل جديد صندوق روبرتو شيميتا/ وزارة الثقافة في العراق وخط جديد آخر صندوق روبرتو شيميتا/ المجلس الإقليمي إيل دو فرانس ( باريس وضواحيها). يخصّ هذا النداء إذاً الرحلات من وإلى المدن والمناطق الشريكة مع المجلس العام للبوش دو رون و الرحلات من وإلى العراق والرحلات من وإلى منطقة إيل دو فرانس أي باريس وضواحيها.
شروط الآهلية للتقديم على هذه المنح هي:
1 – على هدف رحلتك أن يؤثّر بشكل مباشر أو غير مباشر و بشكل بناء و على المدى الطويل على قطاع الفنّ في المنطقة الجغرافية الأورو- عربية. هذا يعني أن على رحلتك أن تساهم على بناء قدراتك الخاصة التي ستستثمرها لاحقاً وفق نظام “شبكي” يستفيد منه الفنانين والعاملين الثقافيين في بلدك أو منطقتك من أجل الحفاظ على وتجديد وتطوير الفنون المعاصرة.
2 – يمكن للرحلة أن تتم إبتداءً من أول يوم فتح باب التقديم على منح لكن على المتقدّم في هذه الحالة تحمل تكاليف شراء تذكرة سفره قبل الحصول على موافقة الصندوق بإعطائه منحة.
3 – مواصفات المتقدّمين:
لا شرط جنسيات ولا عمر : على المتقدّم أن يقيم أو يعمل في المنطقة الأورو-عربية.
المهنة: فنان (مؤدي، مبدع، معلّم في مجال الفنون) أو محترف في الحقل الثقافي (منظّم، مدير إداري، حامل مشروع)،
الإمكانيات المالية: المتقدمين غير القادرين على إيجاد تمويل لسفرهم .
4 – يجب أن يُقدّم الطلب من قبل أفراد وليس من قبل مؤسسات. لن يقدّم الصندوق أكثر من ثلاث منح لثلاثة أفراد في المشروع الواحد. لا تُمنح أكثر من منحتين للشخص الواحد طيلة المدة التي يمكن أن يستفيد خلالها من دعم الصندوق. على المتقدمين إختيار وسيلة التنقّل الأقل كلفة . تغطي المنحة فقط تذكرة السفر الدولية ذهاب / إياب وتكاليف التأشيرة (لا تغطي المنحة التنقلات الداخلية أو تكاليف المعيشة أو تكاليف الإقامة).

Le Fonds Roberto Cimetta (FRC) ouvre son deuxième appel à candidatures 2014 le 1er septembre jusqu’au 30 septembre 2014 pour des bourses de voyage. Cet appel s’adresse à des artistes et des opérateurs culturels vivant ou travaillant dans la région géographique euro-arabe. La mobilité du Sud ou de l’Est de ces zones est prioritaire. Il est possible de remplir la demande de bourse en arabe, français ou anglais.
Cet appel concerne trois fonds dédiés : Le Fonds dédié FRC/Conseil Général des Bouches du Rhône, un NOUVEAU fonds FRC/Ministère de la Culture d’Irak, et un autre NOUVEAU fonds FRC/Conseil Régional Ile-de-France. Cet appel est ouvert à des candidatures concernant des voyages au départ des villes et régions partenaires du Conseil Général des Bouches du Rhône, des voyages au départ ou à destination de l’Irak, et enfin des voyages au départ ou à destination de la Région Ile de France. Les critères d’éligibilité du FRC qui s’appliquent à ces fonds sont les suivants:
1) Le voyage doit contribuer directement ou indirectement au développement culturel local. Le candidat doit pouvoir développer à son retour des initiatives locales et contribuer au dynamisme culturel de son propre pays ou région. Il doit s’engager à transmettre ses acquis et faire profiter de son travail en réseau à d’autres artistes et opérateurs de son entourage.
2) La date de voyage est éligible à partir de l’ouverture de l’appel soit le 1er septembre 2014 mais le candidat prend le risque d’acheter son billet sans savoir si le voyage sera pris en charge.
3) Profil des candidats
– Nationalité: la nationalité n’est pas un critère d’éligibilité. Age: aucune limite d’âge
– Profession: artistes (interprètes, créateurs, pédagogues) ou professionnels du secteur culturel (organisateurs, administrateurs, porteurs de projets).
– Moyens financier: candidats dans l’impossibilité de trouver par eux-mêmes les financements de leurs déplacements.
4) La candidature doit être déposée par un individu et non pas par une structure. Le Fonds ne dépassera pas un maximum de 3 bourses par projet. Un boursier ne peut re-candidater que deux fois. Les candidats doivent choisir le moyen de transport le moins cher et la demande de bourse ne concerne qu’un billet international aller/retour et les coûts de visa (les frais de transports locaux, les per diems, les frais d’hébergement ne sont pas remboursés).
L’annonce des résultats se fera le :

أولا: المقدمة
ان وزارة الثقافة العراقية وصندوق روبرتو سيميتا قد اتفقتا على مبادرة أولية للتعاون في مجال التبادل الفني وتنقل الفنانين والعاملين في كافة القطاعات الثقافية العراقية اضافة الى العاملين في المجالين الثقافي والفني ضمن المنطقة الجغرافية العربية-الاوربية على ان يكون للمرشحين فعلا مشروع فني او ثقافي محدد وان يختاروا الوجهة التي يمكن من خلالها اثراء وتطوير مشاريعهم.
وستتضمن المبادرة سلسلة من الدعوات العامة لمنح السفر خلال عام 2014فصاعدا للفنانين والعاملين في مجال الثقافة الذين يعيشون ويعملون ضمن المنطقة الجغرافية العربية- الاوربية والذين لديهم الرغبة لأعداد مشاريع فنية وثقافية تعاونية أو المشاركة في :دورة تدريبية,ندوة,مؤتمر,أو الحصول على إقامة ممن يستوفون المعايير المدرجة أدناه.
غالبا ًمايواجه الفنانين في المنطقة الجغرافية العربية- الاوربية العديد من العقبات التي تعترض تنقلاتهم (نقص التمويل المالي- نقص المعلومات –والحصول على سمة الدخول وعبور الحدود) .لذلك فأن الصندوق سيقدم الدعم اللازم للفنان الموهوب لأيجاد كافة الفرص والوسائل لإقامة مشروعه الشخصي أو الجماعي كتأسيس شبكات للأتصال –تبادل الخبرات والتعاون في المجالين الثقافي والفني وسيتم توفير المنح للمرشحين القادمين من او الخارجين من العراق.
سيكون الموعد الاول للتقديم أعتبارا من 1/أيلول/2014 ولغاية 30/أيلول /2014.وستعلن اسماء المرشحين الفائزين في 1/ديسمبر/2014 وسيمنح المستفيد التمويل المالي ونسختين من تذاكر السفر اضافة الى بطاقات الصعود الى الطائرة حال عودته من السفر,هذا اضافة الى تزويده بتقرير عن الفوائد التي تم الحصول عليها من من رحلته.
كما يمكن منح المستفيد 50%من التمويل المالي في بعض الحالات المعينة.
يمكن تقديم الطلبات باللغات العربية-الانكليزية أو الفرنسية.
ثانيا:المعايير العامة للصندوق
1- الهدف من السفر,ان تظهر بشكل مباشر او غير مباشر لتأسيس امكانيات ذو تأثير طويل الامد على قطاع الفنون في اطار محلي ملموس في المنطقة الجغرافية العربية –الاوربية.
2- تطوير مهارة مقدم الطلب والتي بدورها ستمكنه من الاشتراك في شبكات التواصل والتي تعود بالفائدة على الفنانين والعاملين ضمن دولهم او مناطقهم لصون وتجديد وتطوير ممارسات الفنون المعاصرة.
3- يمكن للمشارك الشروع بالسفر عند بداية الدعوة وفي هذه الحالة عليه ان يتحمل مصاريف رحلته بغض النظر عن قبول ترشيحه.
4- تقبل الترشيحات لأولئك الذين يعيشون او يعملون ضمن المنطقة الجغرافية العربية- الاوربية بغض النظر عن جنسياتهم او اعمارهم.
5- ان تكون مهنة المرشحين واحدة من المهن التالية:مدير في المجال الثقافي –فنان- مبدع – منظم ثقافي- ممثل- رئيس مشروع في المجال الثقافي- أو مدرس فنون.
6- تهدف الدعوةمنح المساعدات المالية للمرشحين غير القادرين على ايجاد التمويل اللازم لسفرهم.
7- تقدم طلبات الترشيح بصورة شخصية وليس عن طريق المنظمات وتقبل طلبات ثلاثة أعضاء فقط من المتقدمين لنفس المشروع.
8- سيضمن الصندوق تقديم المنحة لأي شخص ثلاث مرات كحد أعلى.
9- على المتقدمين اختيار ارخص وسيلة للنقل وبأمكانهم الحصول على تذكرة عودة دولية واحدة اضافة الى رسوم سمة الدخول لكل ترشيح.
10- لا يتحمل الصندوق نفقات النقل المحلي والمصاريف اليومية وتكاليف الاقامة .
ثالثا:المعايير المحددة لوزارة الثقافة العراقية:
أ- تعطى الافضلية للنماذج الفنية التالية: الادب- اجتماعات المؤلفين- ورش الكتابة – الشعر – برامج الادارة الثقافية- الفنون المسرحية المعاصرة – المسرح الحديث- الكتابة المسرحية الحديثة- الرقص المعاصر – السيرك- عروض الشوارع- مسرح الدمى ومشاريع متعددة التخصصات .
ب- ستمنح الاولوية للرحلات التي تسهم في تطوير العلاقات الثقافية على المستوى المحلي بين العراق ودول البلقان

Roberto Cimetta Fund/Ministry of Culture of Iraq Artistic and Cultural Mobility Fund

The Roberto Cimetta Fund (RCF) and the Ministry of Culture of Iraq are collaborating on an initiative to favour artistic exchanges and mobility of Iraqi artists and cultural operators and artists/cultural operators from the Euro-Arab geographical zone to Iraq in all art sectors. Candidates should already have a well-defined art or cultural project and have chosen a destination that can enrich and develop their project.
This initiative will see a series of open calls for travel grants being offered from 2014 onward; artists and cultural operators living and working in the Euro-Arab geographical region who wish to prepare collaborative art and cultural projects, take part in a training session or residency, attend a seminar or conference and who satisfy the criteria below, are invited to apply.
In the region, artists are often confronted with obstacles to their mobility (lack of funding, lack of information, tight visa and border controls). This Fund will support travel that allows a committed and motivated artist or operator to find the opportunities and means to set up his or her personal or collective project; thus promoting networking, exchange of experiences and cultural and artistic cooperation. Travel grants will be provided to selected candidates coming from or going to Iraq.
The first open call will be launched on 1st September 2014 until 30th September 2014. Successful candidates will be notified on 1st December 2014. Funding is provided once the grantee has returned from his or her travel and has provided the copies of travel tickets, boarding passes, etc. as well as a report on his or her trip and the benefits obtained. In certain circumstances, 50% of the sum can be provided in advance.
Applications can be made in Arabic, English or French.
The following specific criteria apply to the fund:
i) Priority will be given to the following art forms: literature, especially travel for authors’ meetings, writing workshops, poetry; cultural management programmes; contemporary performing arts including new theatrical forms, new writing for theatre, dramaturgy, contemporary dance, circus, street performances in situ, puppet theatre and inter-disciplinary projects; visual arts including photography, film, digital arts, video arts.
ii) Priority will be given to trips that contribute to cultural development at local level between Iraq and the Balkan countries.

Le Fonds Roberto Cimetta (FRC) et le Ministère de la Culture d’Irak lancent une ligne de financement pour promouvoir les échanges artistiques et la mobilité des artistes et opérateurs culturels irakiens et les artistes/opérateurs culturels de la zone géographique euro-arabe en Irak dans tous les secteurs artistiques. Les candidats aux bourses doivent avoir des plans de voyage bien définis et avoir choisi une destination capable d’enrichir et développer leur projet.
Une série d’appels à candidatures seront lancés à partir du 1er septembre 2014 tous les trois mois environ, jusqu’à épuisement des financements. Les artistes et opérateurs culturels vivant ou travaillant dans la région géographique euro-arabe et qui souhaitent préparer des projets artistiques et culturels de coopération, assister à une formation ou effectuer une résidence, participer à un séminaire ou conférence et qui répondent aux critères ci-dessous sont invités à candidater.
Dans la région, les artistes sont souvent confrontés à des obstacles à leur mobilité (manque de financement, manque d’information, contrôles aux frontières). Ce fonds soutient le voyage qui permet à un artiste ou opérateur culturel engagé et motivé à trouver des opportunités et les ressources pour mettre en place son projet personnel ou collectif. Cette action vise à promouvoir la mise en réseau, l’échange d’expériences et la coopération artistique et culturelle. Les bourses seront accordées à des candidates au départ ou à destination de l’Irak, sélectionnés par un comité d’experts.
Le premier appel à candidatures sera lancé du 1er au 30 septembre 2014. Les candidats retenus seront notifiés le 1er décembre 2014. La bourse est transféré au retour du voyageur et sur présentation des justificatifs et d’un rapport du voyage. Eventuellement, 50% du financement peut être attribué à l’avance et sur présentation d’un justificatif d’achat si le boursier en fait la demande.
Les candidatures peuvent être soumises en arabe, en français ou en anglais.
Les critères suivants s’appliquent à ce fonds :
i) La priorité sera donnée aux disciplines artistiques suivantes : la littérature, particulièrement pour des rencontres d’auteurs, des réunions, des ateliers d’écritures, la poésie : des programmes de gestion culturelle ; le spectacle vivant particulièrement les nouvelles expressions théâtrales, l’écriture théâtrale, la danse contemporaine, le cirque, les arts de la rue, et les projets interdisciplinaires ; l’arts visuels y compris la photographie, le cinéma, les arts numériques et les arts vidéo.
ii) La priorité sera donnée aux voyages qui contribuent au développement culturel au niveau local entre l’Irak et les pays des Balkans.
